According to KATS news agency, the National Tax Committee of the Ministry of Finance of Kazakhstan has recently announced that citizens of Kazakhstan can, as of today, purchase an electric car from abroad for personal use and be exempt from customs duties and other taxes. This decision is based on Article 9 of Annex 3 to Resolution No. 107 of the Council of the Eurasian Economic Commission of 20 December 2017.
The customs procedure requires the provision of a valid document proving citizenship of the Republic of Kazakhstan, as well as documents proving the right of ownership, use and disposal of the vehicle, and the personal completion of a passenger declaration. There is no fee for receiving, completing and submitting the declaration in this process.
It should be noted that for a period of three years from the date of passing customs inspection, it is prohibited to transfer ownership, use or disposal of a registered electric vehicle to a person holding Russian citizenship and/or permanent residence in the Russian Federation.
